本作品包含「山之脈動」、「海之氣息」與「人之足跡」三大面向，來凸顯花蓮的山川、海洋、城市之美。以抽象化的地形等高線圖、海浪交錯線條與30處自然人文聚點，與大小抹香鯨與潛水夫悠游及被鬼頭刀追趕的飛魚群，來表現花蓮的山海自然意象。
The artwork includes ”Pulsing of the Mountains”, ”Breaths of the Sea”, and “Footprints of the People”. They represent the combined beauty of the mountains, the sea, and the city near the Pacific Ocean. The artwork includes the abstract topographic map of Hualien, the waves of the Pacific, and the 30 locations of ecological and cultural hubs, and places emphasis on the visual imagery of sperm whales, divers frolicking in the sea, and the school of flying fish being chased by the mahi-mahi. All these are a perfect representation of Hualien, in all its forms.
